It has been in contemplation for some time past to send an officer from this country to make an inspection of the several Agencies maintained by this department in China and Siam, many questions having arisen within the last two years which it has been found impossible to settle satisfactorily at so great a distance from the spot, and without a full knowledge of all the circumstances.
Hitherto some difficulty has been experienced in selecting a fully qualified Officer, who was willing to undertake this important duty;
